Four out of ten people with disabilities receiving monthly allowance

Vietnamese Government has made great efforts to support people with disabilities, out of every 10 people with disabilities, 4 people receive a monthly allowance, heard national scientific conference on social work with people with disabilities in Hanoi on December 2.

Vietnam has about 6.2 million people with a disability, of which 58% are women and 30% children.

The event was jointly held by the Scientific Councils of the Party Central Committee (PCC) Commission for Communications and Education, the PCC’s Economic Commission and other Commissions of the PCC, reported NDO.

More than 40 speeches at the conference focused on analysing and discussing issues of awareness, results and limitations, as well as proposing solutions to enhance social work for people with disabilities, and ensure the implementation of Vietnam’s sustainable and inclusive development goals.

According to the National Survey on People with Disabilities in Vietnam conducted by the General Statistics Office in 2016 and 2017 with the technical assistance of UNICEF, over seven per cent of the population aged two years and older, or around 6.2 million people in Vietnam, have a disability.

Regarding social protection, the Government has made great efforts to support people with disabilities and out of every 10 people with disabilities, 4 people receive a monthly allowance; one in every two receives support to purchase health insurance cards and one in three is exempted from medical expenses.

The Party and State have paid great attention to social security, taking care of the lives of policy beneficiaries, including people with disabilities. Vietnam has actively and effectively participated in the United Nations Convention on the Rights of Persons with Disabilities.

In addition, the legal system on people with disabilities has also been completed step by step. The Law on Persons with Disabilities took effect on June 17, 2010, along with 6 Decrees, 21 Circulars and many other legal documents guiding the implementation of the Law being promulgated.

A National Committee on People with Disabilities was established and organized both at the central and local level. The Prime Minister issued Decision No.1019 on August 5, 2012 approving the Project to support people with disabilities during the 2012-2020 period and Decision No.1100 on June 21, 2016 approved the Plan for the implementation of the UN Convention on the Rights of Persons with Disabilities in Vietnam.

Deputy Head of the Party Central Committee’s Economics Commission Cao Duc Phat told the seminar that state agencies have ensured the living conditions of people with disabilities, created conditions for them to enjoy their rights, and encouraged them to overcome their disadvantages to integrate in society. The government has also mobilized social resources to help people with disabilities gain more independence in life.

Bradley Bessire, a representative from the USAID, hailed Vietnam’s results in the field and said that Vietnam has always been a reliable partner of USAID.

Since 1999 USAID has donated 125 million USD to Vietnamese people with disabilities to improve their lives. It has committed to continue the course with a fund of 65 million USD in the next 5 years.

Sitara Syed, Deputy Chief of UNDP in Vietnam, said the agency has worked with Vietnam to review the Law on People with a Disability after 10 years of implementation. UNDP has organized training courses on the UN Convention on the Rights of People and Children With Disabilities.

Delegates discussed social models to ensure social security, welfare, and jobs for the disabled and recommended measures to effectively implement policies for people with a disability.
